WHAT IS A TECHNICAL BUILDING INSPECTION (ITE)?

The Technical Building Inspection consists in a visual review of the building carried out by qualified personnel, in which they assess whether there are aspects of the building that need to be renovated to meet current building, security or accessibility requirements.

WHEN SHOULD I HAVE A ITE IN PALMA DE MALLORCA?

The ITE is the equivalent of a technical inspection of vehicles for buildings. However, since we are talking about buildings and not vehicles, the ITE does not have to be passed every year, but it depends on the year of construction of the building and the autonomous community in which it is located. In Mallorca, it is necessary to carry out a technical inspection when the building is over 50 years old.

However, there are other cases in which it is necessary to obtain the Building Condition Assessment (BCA), such as when requesting public aid for conservation, accessibility or energy efficiency works. To do this, you must obtain a positive BCA issued by a technician prior to carrying out the relevant refurbishments.

WHAT IS THE PROCESS TO CARRY OUT A TECHNICAL BUILDING INSPECTION (ITE)?

The process of an ITE can depend on the community and even the municipality, but in general, it is usually done as follows:

First, the building owner or, as is often the case, a building's community of owners, must hire a technician to perform the assessment. If you need a budget to carry out the technical inspection of your building, Cosendra works with qualified technicians to carry out this type of inspection.
The technician visits the building in question and performs the inspection, by prior appointment with the president of the community or the person in charge of the building.
The technician prepares a report on the condition of the building and gives a rating to it based on the different technical criteria of the inspection.

If the building meets the necessary requirements and passes the inspection favourably, the owners can request a certificate of aptitude with the corresponding authority by submitting the report made by the technician. The normal thing is that the technician enters the data of the report in an online platform so that the city council already has proof of the technical inspection.

WHAT HAPPENS IF THE TECHNICAL BUILDING INSPECTION (ITE) IS NEGATIVE?

If the technical inspection of a building is negative, that is, it does not comply with current regulations, it will be necessary to draw up a rehabilitation plan for the building in question. This program is carried out based on the data provided by the ITE report made by the inspector.

WHAT IS A BUILDING CONDITION ASSESSMENT (BCA)?

The BCA or Building Condition Assessment (in Spanish: Informe de Evaluación del Edificio or IEE) is the document that is issued after conducting an inspection. Although it is not exactly the same as an ITE, it can be understood as part of a technical inspection. However, this document focuses especially on the state of the building in relation to the different aspects of conservation, accessibility and efficiency.
